Google Voice is available on some Android devices but not all.

The call will be automatically recorded on the device.
You don’t need to answer the phone or answer any questions while you’re on the line.
You may not be able to use all of the features of the Google Assist feature on your call, including calling to text or using Google Maps to find the address.
Google has added Voice to Android devices in countries including China, Hong Kong, India, Indonesia, Israel, Jordan, Mexico, New Zealand, Oman, Singapore, Thailand, and United Kingdom.
If your phone isn’t on Google Voice, you can sign in with a different Google account.
To sign in to a Google Voice account, go to Settings, then Voice, then Add Google Account.
You will need to give your Google account password and PIN to Google.
Google Assistant can also be used on older Android devices, like the Nexus 3 and Nexus 5.
If a new Google account is created, Google Assistant will be added to the phone’s default settings.
Once a new account is added, you need to enable Google Voice Assistant for the phone in Settings > Phone & Contact.
To enable Voice Assistant, go back to Settings and then Voice > Voice Assistant.
You won’t need a Google account to use Google Voice assistant.
Google Voice will only work if the phone is paired to a compatible Google Home device.
If the Google Home has been turned off or not connected to your Google Home devices, you may need to manually connect it to Google Assistant.
If Voice Assistant is enabled for a device, Google will connect it and the voice commands it receives will be available on your Android.
If it’s turned off, you won’t receive voice commands.
